Consultation on proposed extractives industry Certificate of Competence requirements

The New Zealand Mining Board of Examiners is consulting on requirements for holders of Certificates of Competence (CoC) under the Health and Safety at Work (Mining Operations and Quarrying Operations) Regulations 2016.

The requirements used as the basis for these proposed requirements are set out in the ‘Notice of the requirements of holders of Certificates of Competence under the Health and Safety in Employment (Mining Operations and Quarrying Operations) Regulations 2013,’ (18 December 2014) 153 New Zealand Gazette.

Proposals for change are:

  • changes to unit standards requirements
  • the inclusion of ‘leadership’ unit standards
  • specifying first aid unit standard requirements
  • requirements for a CoC to manage the quarrying operation specified in the certificate
  • defining the meaning of ‘in the workings of the relevant type of mine, quarry or tunnel operation’.

There are no changes proposed for the current framework which remains: unit standards; first aid certificate; operational experience; fit and proper person and examinations.
