Our role is to make sure people come home from work healthy and safe every day. In 2019, 108 people died of injuries from work, and each year 750-900 people are estimated to die from occupational diseases. We are tasked with preventing work-related deaths.
To do this during the COVID-19 outbreak we need to remain focused on work health and safety. This means we consider the risk of COVID-19 transmission at work alongside all the other work-related risks. We continue to prioritise our efforts toward high risk sectors and the highest risks to work health and safety.
Now that New Zealand has a low rate of COVID-19 transmission, the likelihood of workers and others being infected at work is low. During Alert Level 2 we’ll only respond to the most serious breaches of COVID-19 public health requirements at work.
We’ll also continue to provide information and support for businesses and organisations to help them meet Health and Safety at Work 2015 (HSWA) requirements, and public health requirements to prevent the spread of COVID-19 at work.
Our COVID-19 enforcement approach
COVID-19 is primarily a public health matter. The Ministry of Health sets the requirements for preventing the disease’s spread. We expect businesses and organisations to implement and maintain the infectious disease control measures it’s identified.
The COVID-19 controls for work and workplaces are to:
- ensure people with COVID-19 symptoms stay off the premises
- maintain physical distancing
- enable good hygiene practices
- keep track of people that enter the premises.
We’ll continue to take a balanced, proportionate and pragmatic approach to enforcing Alert Level requirements.
How we will deliver our regulatory functions under Alert Level 2?
While COVID-19 is top of mind at the moment, we continue to expect you to meet your obligations under HSWA and the Electricity and Gas Acts, and regulations under them. And you must also implement COVID-19 public health requirements.
We will be actively checking that businesses and organisations are doing what is expected of them.
Under Alert Level 2 we’ll be increasing our in-person engagement so you can expect to see us out and about more.
Our decision to meet with businesses and others in-person will be made on a case-by-case basis, taking into account:
- the health and safety risks associated with having an in-person meeting
- whether we can get the information we need in other ways such as by phone or using other technology, or from other agencies
- public health requirements.
We will deliver some functions through in-person interactions, and some by other means such as via email, or phone.
However we interact with you, we’ll be balanced and proportionate in our approach at all times, particularly where reasonable efforts are being made to manage COVID-19 related risks.
