This analytical review summarises the academic literature on ways of improving worker engagement, participation and representation (WEPR) in New Zealand.

It summarises current knowledge of the New Zealand context, analyses the suitability of international approaches to improving WEPR, and highlights some of the likely barriers a WEPR programme will need to address if it is to be successful. The literature reviewed highlights the need to promote deep and empowering WEPR, and recommends the use of roving health and safety representatives to improve New Zealand’s WEPR performance.
